Commercial media should, where possible, dub or outsource public media content in minority languages. The aim is to provide Ukrainians fleeing the war with reliable information and to promote the learning of the official language.

Commercial media must broadcast the content in question in an unaltered manner, ie it cannot be reassembled or modified. The original logo must be kept and the references given.

Amendments to Ukraine’s Law on Support to Civilian Populations will enter into force the day after they are announced, and the corresponding framework will be in force until June 30, 2023.

As previously reported, the Council for Public Electronic Media (SELPP), LTV and Latvian Radio management do not support the transfer of content to commercial media in the long term, fearing that it will reduce the audience of public media. The representative of the European Broadcasting Union also expressed reservations about the idea and told LTV that such practices do not exist anywhere else in Europe.
